A video circulating widely on social media shows the undignified and unorthodox arrest of a man in a car park in Rocky Mountain House, AB, on the evening of March 7..The man was allegedly causing a disturbance and was subsequently reported by a local business resident to the RCMP at the time..In a RCMP’s press release on the incident, the RCMP said that they had received complaints that the young First Nations man was impeding traffic flow by walking in front of moving traffic in the area of the 5100 block of 46th Street..The press release said that a further complaint to them described the male as having entered a local business afterwards and that he had violently towards its staff and customers..RCMP responded to the calls and sent an officer to the scene. The press release describes the officer as having drawn a Taser on the unnamed man during the arrest..“Upon arriving, the RCMP officer located the individual who was found to be acting erratically. The officer intercepted the male as he was walking towards a busy grocery store nearby and advised the male he was under arrest. During the interaction the officer drew a conducted energy weapon and after additional verbal commands the male followed directions, was arrested and placed in the police vehicle,” the RCMP press release said..The Alberta RCMP reported that they are now conducting an internal review of the incident..“Every police interaction with the public that necessitates the use of force in any manner is taken seriously,” said Staff Sgt. Carl Dinsdale..“We are reviewing this matter thoroughly to ensure we are applying the proper policy, procedures, tactics and law when it comes to these interactions. In doing so, we are reaffirming our commitment to providing the best police service possible to the citizens of the Rocky Mountain House detachment area,” the statement said..The cellphone video made by a witness to the arrest was taken in a local business car park and shows the male with his pants down standing at the side of the RCMP vehicle. The RCMP officer proceeds to lift the man by his ankles and aggressively bundle him headfirst into the rear seat of the cruiser..The force of the officer’s placement of the man into the back of the vehicle resulted in the arrested man’s feet flying above the RCMP officer’s head before entering the vehicle. The officer appeared to be agitated during the arrest..The witness at the scene who is also First Nations asked not to be identified because of concerns about discrimination, a Global News story said..“We had driven past a young man who seemed to be under the influence,” she said..The video showed the man pacing about and then the officer pointing his Taser at him. The video has no audio. The man then laid down on the ground and put his hands behind his back before the officer handcuffed him..“Not once did he resist arrest at any point from what we could see,” the witness said when she spoke to Global News..The release referred to Alberta RCMP training, policy, and police response, and said that the member’s duty status will be subject to review..The video of the incident can be found here..Amanda Brown is a reporter for the Western Standard
