The Edmonton Police Service has issued a public warning concerning Alexandre Passechnikov, a convicted violent sexual offender with a history of harm against his victims, who is now on the streets of the city.The police service believes there is a considerable risk he may commit another violent offence within the community.Passechnikov,38, who recently served time in jail, currently resides in Edmonton. His activities are closely monitored, as he is subject to a court order with specific conditions. The Behavioral Assessment Unit of the Edmonton Police Service is actively managing his case to mitigate potential risks to the public.Passechnikov's criminal record is marred by violent sexual offences that resulted in physical harm to some of his victims. His victims have included adult females across a wide age range, from young adults to the elderly. The nature of his offenses is deeply concerning to law enforcement and the community, said EPS in the Thursday release.Passechnikov has been the subject of repeated EPS warnings over the years.Edmonton police also said Passechnikov has a medical condition, but did not name it, in 2017.“It is believed that Passechnikov has attempted to have unprotected sexual contact with females even though it is believed that he has an infectious, potentially life-threatening, medical condition that can be transmitted through bodily fluids,” an EPS release at the time said.Passechnikov pleaded guilty in 2016 to attempted aggravated sexual assault, choking to overcome resistance and breach of probation conditions after admitting he tried to rape a 64-year-old woman on Jasper Ave.In an effort to ensure public safety, Passechnikov has been placed under several court-ordered conditions, including:Residing only at a location approved by his supervisor, with any change of address requiring written approval.Adhering to a curfew from 9 p.m. to 6 a.m. daily, with any variations necessitating written approval.Obtaining written permission from his supervisor to travel outside Edmonton.Prohibiting the possession of any weapons, including knives (except for dining purposes), bear spray or dog spray, firearms, ammunition, explosive material or any homemade weapons.Abstaining from the consumption of alcohol, illegal drugs, or intoxicating substances.The EPS is urging the public to be vigilant and report any potential breaches of these conditions by Passechnikov.
